Three (3) Science Research Specialist II, SG-16

Minimum Requirements:

Education:       Bachelor’s Degree relevant to the job

Experience:     One (1) year of relevant experience

Training:          Four (4) hours of relevant training

Eligibility:         Career Service Professional Second Level Eligibility

 

Preferred Qualification:

  1. Bachelor’s Degree in Business Administration, Accountancy, or Marketing;
  2. Background in business management and investments is an advantage;
  3. With industry experience.

 

Duties and Responsibilities:

  1. Assist the Senior Science Research Specialist in the review and evaluation of project proposals received, including its shortlisting and endorsement to concerned committees, group or agencies as appropriate;
  2. Assist the Senior Science Research Specialist in the conduct of Investment Readiness Level (IRL) validation and assessment of technologies;
  3. Coordinate with the proponents, and other concerned individuals, committees, groups or agencies in the conduct of project or technology evaluation/validation.
  4. Perform administrative functions as follows:
    1. Prepares documents including disbursement vouchers, obligation requests, and other necessary financial and accounting forms relative to a.)release of financial assistance, b.) payment of honoraria and other related expenses, c.) reimbursements, and d.) liquidation of expenses
    2. Updates and maintains the program’s documentary files (databases on cloud storage and physical files) including ISO, citizen charter, etc.
  5. Draft letters/correspondences such as approval/disapproval letters, follow-up letters, response to inquiries including preparation of memorandum of agreement/understanding, affidavits, term sheets, validation reports, monitoring reports, and/or other internal reports/information requested by complementary units of the DOST-TAPI as applicable/necessary.
  6. Assist the Sr. SRS in the conduct of project site monitoring of completed and on-going projects;
  7. Coordinate with proponents and concerned individuals, committees, groups or agencies in the conduct of project site monitoring/validation activities;
  8. Assist the Senior SRS in the presentation of project proposals to the TAPI Executive Committee and represent on the Senior SRS behalf when necessary;
  9. Assist the Senior SRS in the preparation of program guidelines and budgetary plans and programs of the Division;
  10. Perform as Committee Secretariat during technical evaluation of project proposals with the following functions;
    1. Convenes technical evaluation committee meetings
    2. Prepares minutes/highlights of the meeting/s
    3. Facilitates the validation, site visit/meeting with the proponent
    4. Prepares reports on project evaluation findings, ratings, and recommendations
    5. Coordinate with the proponent for compliance of requirements
  11. Attends meetings, conferences, workshops, trainings and seminars in relation to duties and responsibilities; and
  12. Perform other related duties as may be assigned from time to time including evaluation and secretariat functions for the Written Recommendation Committee.
